Open Call: Proposals for Wellbeing Programmes for Seniors

Call for Producers to submit Proposals to Develop and Implement Wellbeing Programmes for Seniors at a Community Hospital and Active Ageing Centres

The National Arts Council (NAC) aims to commission a series of programmes for wellbeing outcomes, that cater to the needs of seniors. These programmes will be intentionally designed to address the social, cognitive, and physical needs of seniors, with the goal of improving their wellbeing. 

This initiative is a collaboration between NAC, SingHealth Community Hospitals (SCH) and Agency for Integrated Care (AIC).  Titled “Enhancing Wellbeing in Seniors through Structured Arts-Based Programmes”, this research study aims to gather insights on the efficacy of arts-based programmes in improving wellbeing. The findings would contribute to the development of a programme design framework to develop arts-based programmes for seniors’ wellbeing.

Following the study, NAC will publish a Programme Design Framework for Wellbeing Outcomes (including recommended measurement tools) to guide the development of future programmes. The framework will also be used to train artist-facilitators for wider implementation in health and community care settings.

The project which will be conducted in two phases for up to a period of 24 months:

  • Phase 1 - Programme Development: 6 months (Estimated mid-December 2024 to June 2025);
  • Phase 2 - Programme Implementation and Evaluation: 18 months (Estimated July 2025 to December 2026).

NAC would like to invite producers to submit a proposal to:

  • Design programmes across four artforms (Music, Dance, Visual Arts, Literary Arts), in collaboration with artists, healthcare researchers and professionals.
  • Implement these programmes in two settings:

Community Hospital: For participants undergoing short-term rehabilitation (approx. 21 days) and will continue with arts engagement via take-home Activity Kits.

Active Ageing Centres (AACs): For participants who are robust (Clinical Frailty Scale 1 – 3) and frailer (CFS 4 – 5).

  • To work with researchers from SCH to facilitate the validation of programmes. Programmes will be assessed for their efficacy in achieving wellbeing outcomes within physical, social and cognitive domains.
  • Develop content for NAC’s Programme Design Framework for Wellbeing Outcomes based on insights from the research. The framework will be used to facilitate growth and adoption of arts-based programmes within health and community care sectors.

Requirements of the Producer

The Selected Producer would need to organise the management of the project to achieve key deliverables, which would include:

  • Together with NAC, identifying suitable artists to design and develop programmes across the four art forms;
  • Overseeing and managing the development of these programmes;
  • Facilitating the validation of the programmes in consultation with researchers;
  • Creating take-home Activity Kits for patients to use in the home setting;
  • Documenting the design, delivery and measurement of the programmes, and developing key insights from data collected, etc.

Producers are expected to fulfil the following criteria:

  • Be Singaporean Citizens or Permanent Residents.
  • Demonstrate a track record in the community arts space and/or in designing and managing complex projects involving multiple stakeholders.
  • Possess necessary skills and experience and knowledge to execute the Project (e.g. facilitation skills, language or translation skills, knowledge of seniors).
  • Submit a proposal detailing project management approach for a minimum of 4 programmes (one each from Music, Dance, Visual Arts, and Literary Arts) with proposed artists.
  • Provide a comprehensive budget projection with breakdown.

Briefing Session [Mandatory]

Interested producers are to attend a mandatory Briefing Session at 2.30pm on Friday, 1 November 2024 at Outram Community Hospital to gain insights on working with seniors at health and community care settings and the likely senior profiles.
