The Council is organised into eight main divisions to carry out the four strategic thrusts:

- Development of arts talent, artists, arts companies and arts businesses in the performing, visual and literary arts (funding, incentive and facilitation schemes, Choral Secretariat, arts advisory/resource panels, ethnic arts promotion, etc)
- Development of arts excellence, appreciation and dialogue; cultural diversity and exchange; international promotion, touring and export development
- Development/participation in national and international events and platforms through festivals, biennales, competitions, markets, fairs, conferences and forums
- Product/enterprise development, business partnerships, investment promotion, arts merchandising
- Scholarships, bursaries and arts awards

- Outreach programmes - Making arts accessible to individuals and communities and building new audiences
